NFHS has announced the 2025 Soccer Rules Changes emphasizing head coach responsibility for bench decorum and provide additional tools to help the referee prevent unnecessary confrontations. In addition, the new rules add some clarification to the injury and substitution rules, and move the definitions (formerly Rule 18) into the main body of the rule book.

Rockland County Soccer Officials Association will be having our 2023 rules interpretation on Tuesday August 22 at 6:00 PM @ Albertus Magnus High School in the Cafeteria- Bardonia, NY. Located right off the Palisades Parkway (Exit 10). 2023 Rules Updates include clarifications of the criteria for denying an obvious goal scoring opportunity; providing consistency for officials when determining misconduct; clarifying when injured players must leave the field and how they may return; updating substitution mechanics; clarifications on “deliberate play when determining offside;” and clarifications to the handling rule.  Please see the Rules Changes page for additional information plus analysis from Referee magazine.
