Rockland County Soccer Officials Association will be having our 2023 rules interpretation on Tuesday August 22 at 6:00 PM @ Albertus Magnus High School in the Cafeteria- Bardonia, NY. Located right off the Palisades Parkway (Exit 10). Rules interpreter, Scott Manga who is attending the NYSCOS meeting will be giving the interpretation. WPASOA is pleased to announce a second session of the 2023 new soccer officials course on Saturday, June 10, from 8 am to 4 pm at the Briarcliff HS / Middle School. Please see Becoming a HS Referee or contact our Rules Interpreter Dominick DeRocco for more details.

2023 Rules Updates include clarifications of the criteria for denying an obvious goal scoring opportunity; providing consistency for officials when determining misconduct; clarifying when injured players must leave the field and how they may return; updating substitution mechanics; clarifications on “deliberate play when determining offside;” and clarifications to the handling rule. You are required to attend one interpretation meeting sponsored by a NYSCOS-approved local Board BEFORE you referee ANY BOCES game or scrimmage. WPASOA will be offering two zoom interpretation meetings, Aug 23 and Aug 31.
